A.  TESDA SETS POLICIES AND DIRECTION FOR THE TESD SECTOR

TESDA provides direction and policies on TESD to whate it should be going to and the priority programs and projects which should be implemented.
​
It also conducts research and studies on TESD.  The National TESD Plan (NTESDP 2011-2016) serves as the blue-print for the comprehensive development of the country's skilled workforce while regional, provincial and district plans are also formulated and implemented at the sub-national levels.
​
The Labor Market, Education and Training Intelligence Reports provide insights on current trends, issues and challenge confronting TESD and the local and international labor markets.  Impacts Evaluation Studies are also undertaken to assess the relevance and effectiveness of the training programs and related activities implemented.

TESDA is ISO 9001:2008 Certified.  It is so far the only public national organization for education that has been awarded the certification.  TESDA joins other world-class organizatioanls recognized for their quality management systems in place and for putting premium in customer satisfaction.  The certification is for its two major programs, Program Registration and Competency Assessment and Certificaiton.

  • Competency Assessment and Certification Program serves to elevate the status of and professionalized skilled occupations.  Passing the competency assessment confirms that a TESD graduate or a worker of a particular qualification can demonstrate the standards of competence expected at the workplace.  Now more and more employers require job applicants to present the TESDA Certifiction beofre considering them for the job.  A National Certificate serves as a badge to attest that the individual belongs to the league of elite skilled workers called TESDA Specialistas.

  • Unified TVET Program Registration and Accreditation System (UTPRAS)  provides that any technical vocational Institution (TVI) must first apply for and be issued a Certificate of Programs registration (CorPR) before it can offer a course and accept enrollees.  An individual intending to enroll in a TESD programs is also advised to first ask if the course he intends to enroll in has been issued a CoPR any TESDA.

-     Program Registration is compulsory.  It prescribes comliance to the minimum standards set in the Training Regulations which are anchored on a competency based system.  Program registration entails full compliance with prevailing training standards, correction of sub-standards ones and training centers to ensure their continous compliance to standards.
​
-    Accreditation on the other hand, voluntary.  An institution assesses its operations and programs and seeks an independent evaluation of an authorized acrediting agency to confirm and attest to the achievement of its objectives.  The assesment also looks at how the institution fares compared with other institutions in pursuing quality in its systems and procedures.  It is a formal recognition granted for a number or all the components of quality systems in the institution's operations.

  • Skills Competition  are series of provincial, sectoral and regional contests culminating at national level skills competitions to select those who will represent the country in international skills contest.  They serve as venues to showcase and recognize whether the skills of industry workers and graduates of TESD programs are at par with the set standards.

C.  TESDA SUPPORTS TRAINING PROVISION
TESD creates opportunities for people to be responsible and become productive citizens.  The need to provide and make accessible relevant TESD compels TESDA to undertake diret training activities at the same time support training activities undertaken by other key players in the TESD sector
